Médecins Sans Frontières (Doctors Without Borders) is an independent international medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural or man-made disasters.
In early 2024, the Standard of Proof team supported Médecins Sans Frontières (MSF) in Germany with an evaluation of their organsational strategy (2020-2024). The evaluation will be used to inform the development and implementation of MSF Germany’s next Strategic Plan.
The Evaluation of the MSF’s Germany Strategic Plan 2021-2024
A non-experimental evaluation, applying mixed-methodologies and theory-driven evaluation approaches was undertaken, drawing on key informant interviews (30 interviews with over 27 individual key informants), stakeholder survey (N=201, 53% of MSF-G staff), and internal and external document review to garner insights and learning around the Strategic Plan development, design, implementation and results.
The evaluation identified the strengths of the Strategic Plan (SP), including how they built relationships, and enhanced awareness and ownership of the SP among staff through their commitment to participatory design-thinking methodologies for SP development. The evaluation also identified several opportunities to support improvement of the SP design and implementation.
Monitoring progress towards strategic outcomes is typically a hugely challenging space for organisations we work with. Our evaluation provided MSF-G with clear guidance for the implementation of a strategy monitoring system that will support them to more effectively identify implementation progress, risks and delays towards reaching their intended outcomes.
